New rules to ensure Umno election is 'TRANSPARENT'
The 1,720 Umno branches in Perak, which will hold their general meetings between Monday and Aug 30, will have to adhere to several new rules pertaining to the meetings.
Perak Umno executive secretary Datuk Nadzri Ismail said the branch election committee would have a chairman from another branch who would ensure that the branch secretary sends the notice of the meeting to all members of the branch.
"This chairman will conduct an audit on the branch secretary," he told Bernama in an interview.
This would avert impartiality in the despatch of the notices so that they would not be sent to only those in favour of a particular election candidate at the branch level, he said.
Besides the written notice, the use of SMS, Twitter and Facebook as well as websites and banners notifying members of the meeting would be encouraged, he said, adding that these were for the better and they were transparent measures.
Nadzri said that at the state level, Umno had made arrangements by appointing the election committee to monitor the conduct of branch meetings.
The election at the branch level would be conducted in the same manner as in the past while there would be a change at the divisional level and at the supreme council level, he said.
"For the divisional elections, an election committee chairman will be appointed from among state Umno veterans. Contestants at this level must register as candidates with the state Umno. The election will no longer employ the branch quota method," he said.
Nadzri said such elections were seen as being able to avert unhealthy contests among the Umno members.
"This is because the decision to contest is made by the individual and does not depend on nominations of the branch and division. The election will be more orderly and in keeping with current needs," he said.
He said the election of supreme council members would not be held during the divisional meetings because the Umno headquarters would determine that election date.
Nadzri, who was the state assemblyman for Manjoi for five terms and opted to withdraw from contesting the 13th general election on May 5, said anyone who did not see the need to contest should give way to new faces who could help the people.
"For example, I am the deputy divisional chief but I am no longer the assemblyman, so why should I defend my post in Umno. I will decline contest because I am rational and matured.
"Why shouldn't I give way to the new assemblyman to contest? This process has to take place so that Umno can carry on with continuity. If we have little need (to contest) while others may have more, then we have to accept this reality," he said.
This process would make Umno look disciplined and it would be more united ultimately, he said.
Nadzri said meetings had been held with all divisional information chiefs to explain the conduct of the delegates meetings at the branch and divisional levels as well as the supreme council elections.
He said that the records as at the end of 2012 show that Perak had 290,000 Umno members in 24 divisions and 1,720 branches.
Some 7,000 Umno delegates in Perak would be involved in the election of supreme council members on the date to be determined," he said.
